Allows a World Crusher Missile to fire through Base Shields.

[edit] Mechanics

• Gives the WCM a 33% chance (per base on the planet) to hit and destroy the base even if it has a base shield.
• Without this exotic tech the chance is 0% for bases with base shields.
• Benefits from exotic techs are not applied to Alien Hulls (regardless of any HConfig settings).

• Only races who have the WCM in their ship list (Birds, Stormers, and Aczanny) can use the Transphased World Crusher exotic tech. (Host 196)
