Did you run some sims to verify the number of high guard trained with those bases? I've had trouble getting reality to match up with the formula in the past. - RogerN

I didn't do any Sims recently, but the formula seemed to match what I was getting as Robots (using Kerria instead of Food, of course). (Amaranthine)

In my actual game (first time with the UEA - host 195) I found that actually a Base with 10500 troops/10TC/40food yields an ammount of ~585 MC. To reach the ~1000 MC limit you should have 20500 troops + some more food (30/40 more but don't know exactly). (Mandozilla)
