Notepad for work on taxation based on old mail (2000) von Jon "Borg" Nunn, Will adapt the priv racial stats with it.(hoping that things are still the same)

       Tax Results
        * Level 1: 0.5
        * Level 2: 0.55 (Conservative best)
        * Level 3: 0.35
        * Level 4: 0.45
        * Level 5: 0.45
      
       Happiness Results
        * Level 1: Col +10;Nat +5
        * Level 2: Col +4;Nat +2
        * Level 3: Col -20;Nat -15
        * Level 4: Col -30;Nat -25
        * Level 5: Depends only on happiness


At lowest tax level:

                     Your base tax rate is 0.30 
                     If PC Factor < 50 you get a  0.20 bonus 
                     If leadership > 50 you get up to a 0.20 bonus 
                     If Force Good > 80  you get a 0.20 bonus 
                      (Max tax take is 0.90) 

--> 0.3+0.2+0+0 = 0.5


Optimum for high Force Good races. (.9)


                   At level 2 
                      Your base rate is 0.40 
                       If PC Factor less than 50 you get a 0.15 bonus 
                       If Leadership > 50 you get up to a 0.20 bonus 
                       If Force good > 80 you get a 0.05 bonus 
                       ( Max tax rate of 0.80) 

--> 0.4+0.15+0+0 = 0.55


Optimum for non-PC, high leadership races that aren't as good.(.75)


                    At level 3 
                       Base rate is 0.5 
                       If PR > 70 then you get a 0.20 bonus 
                       If Law < 40 Then you lose 0.15 
                       (Max tax rate os 0.70) 

--> 0.5+0-0.15 = 0.35


Optimum for high PR races that are also at least moderately PC or else don't have high leadership. (.7)


                    At level 4 Enslavement 
                        Base tax rate is 0.65 
                        If Dark Force > 70 you get a 0.3 bonus 
                        If Law < 60 you lose 0.20 
                        (Max tax rate of 0.95) 

--> 0.65+0-0.2 = 0.45


Optimum for high Dark Force races who are lawful. (.95) Also okay for races with little bonuses on anything else that aren't subject to penalties. (.65)


                     At level 5 Complex 
                         Base tax rate is 0.55 
                         If PC Factor > 90 you get a 0.10 bonus 
                         If PC Factor < 70 you lose 0.10 
                         (Max Tax Rate of 0.65) 

--> 0.55+0-0.1= 0.45

Optimum for highly PC races that don't have good Public relations and aren't highly bad. (.65)


                    Happy Factors 
                    Level 1 Ultra Conservative 
                         Colonist up to 10 point bonus 
                         Natives up to 5 point bonus 


Optimum for native happiness. Also optimum for most colonist happiness.


                    Level 2 Conservative 
                         Colonist up to 4 point bonus 
                         Natives up to 2 point bonus 


             Level 3 Liberal 
                If Force Good > 80 Colonist lose up to 20 points 
               If Force Good > 80 Humanoid Natives lose up to 15 points 
                        If Law < 50 Colonists lose up to 20 points 
                        If Law < 50 Humanoid Natives lose up to 15 
            If PC Factor > 90 Colonists get up to a 20 point bonus

Natives   -15


        Level 4 Enslavement 
            If Force Good > 80 Colonists lose up to 40 points 
            If Force Good > 80 Humanoid Natives lose up to 40 points 
            If Force Good > 80 Amphibian Natives lose up to 30 points 
                        If Law < 60 Colonists lose up to 30 points 
                        If Law < 60 Humanoid Natives lose up to 25 
If PC Factor>80 and Happiness > 20 Colonists get up to a 40 point boost

Optimum happiness for lawful, PC races that aren't too good.


                     Level 5 Complex 
                    Both Colonists and Natives 
     If Happiness > 90 then they lose (Happiness - 90) * 0.2 points 


(The extra happinesses is being converted into money.)


Note that Lizzard hissing only increases happiness to 100, so there's not much happiness to be converted into cash.
