None of the documented formulas I could find would match up with what I was seeing in the game, so I had to do a bunch of tests and attempt to deduce the formula. The final formula ended up being a little bit strange... especially the 7 in there... but so far, it matches all the data I've got.

Anyone got a different formula that seems to work with Host 194?

Did the PC factor of the Birdmen change? It is listed as 10 on the original race page, but all the data in the tax pdf shows their effect as if it is >90. I assume the tax listing is wrong?
