The Spindizzy is extremely powerful to move at 180ly a fleet, wings, a base and grant them all minefield immunity for a low cost in fuel.

The only small counter is the RCS Odin with it's 150ly gravity rift. If other races could have some kind of defense too, like gravity minefield drop the maximum speed of the Spindizzy by 50% (from 180ly to 90ly).

All ships & wings in the spindizzy should be at the very least normally affected by mine hits. Affected by their own hull mass. (no special rule here)

A huge fleet of ship ships (slow engines, or even engine less) already save a lot of money and fuel, and move at a faster speed than most hull can move on their own.

It is even worse than you think. In addition to that pods of colonist supplies brought to repopulate the planets you remove the enemy from at the same speed an protected from mines. Any combat wreckage swept along with you for your other ships to capture without waisting time. Could even make the bomb pod attack less limited. Stealth ship fear will abound, is the pyramid alone or bringing cloaked death speculas with it etc. Even without planet tow the Spindizzy is going to add to our "interesting times"
