this race in my opinion has two handicaps, one economics, and two growth.
on economics, most of the economic problem is directly related to that of growth, you can only build enough cities when your growth is able to support the new structures. however if more structures were to provide more cash for the same population the economics problem could be cured. im not putting any heavy thought into this just yet but throwing ideas into the wind. would be for example the PSPS actually promote 2x the growth and cash flow of normal. and maybe cost half as much? the racetracks are nice but not significantly enough in my opinion. the other option is to increase thier income from citys like the UEA. although id rather not duplicate what another race is already doing. perhaps something to do with contra, double the sell value? making them an excellent trading partner?
on growth, easily fixed by uping the growth rate. but as an alternative. perhaps using a contraband as a fertility device makes the population grow a lil bit more. or as stated above PSP double growth. other options i suppose could be star heat. if the star heat is relatively close to thier own desired heat a slight increase in growth would occur. and less of one on star heats outside thier climate. but we would of course have to ensure that terraformers dont count for this increase. only the actual star heat which shouldnt change.but again this is stealing something that is already used by another race. maybe with the help of some native thier growth would expand. perhaps the centaurs need a symbiot to aid in breediung and that symbiot could be for example ghipsodials since theyre kinda horny anyhow much like the centaurs they could probably pass as distant cousins in their evolution tree. perhaps even a ship that increases breeding by 1% by being in orbit. a breeder ship beam up 1000 boys and girls, and this ship will breed thier children very similar to the clone lab. or just simply give one of the ships in thier ship list the Clone lab. but for colonist only not troops or HG although i doubt that would hurt very much either.
i believe that if the centaur growth and economics were repaired to a disireable element, they would be more likely to be played in team games. but to truly be a self sufficent race, they will still need a fix to thier ship list. thier hulls are somewhat weak, and thier ground forces not to strong either. they should fix one or the other. we know some races have great hull strength and other races have great ground strength. but the centaurs kinda seem low on both. the ground force problem is directly tied to that of growth. so fixing growth may aid in that direction, yet to see for sure as for the hull, i think it needs a complete overhaul.
and the centaurs need a theme, to build upon, the uea are themed as police, the klingons are themed as warriors of honors. the robots are themed as destroying all mankind. even the bird men have a theme of being sneaky SOB's the centaurs need a theme and the rest should follow in line with that theme. the planets discription of them is somwhat vague except to say they are are primitive and run from fights. perhaps this theme should change to something like they like speed and mobilty, makes sense they ave 4 legs. so making mobilty and speed the theme you would think they could build jumpgates, have hyperspace ships fast moving gravitronic warp drives chunnel devices, and lots of pod bays to mobilze fast. many dustoff devices etc. so when coming up with a ship list the mobility and travel and speed should be present in thier ship designs.
as for fighters and ground assault vehicles: usually one of the three items has something very nice to offer each race. scavs have the scav unit, giving them free stuff, UEA has the arresting unit aressting folks. but the centaurs have an attack bonus. get rid of that, if they have an attack bonus just add that in now to the current stats and offer a better idea. something that moves with thier them. mobility and speed. or something to help out thier handicap in economics and growth. a breeder vehicle or oil drilling rig($$$$). and that insane fighter for 400 credits? awesome stats but cant afford em at this low economic growth. if you cant afford em theyre taking up space for a fighter that might be affordable. either kick up the economics so theyre affordable or replace it with something that is.
anyhow thats more than my two cents on the issue.

Perhaps a new device as i had discussed in the irc forums, Vacuum Drives. the starbase can target any centaur ship anywhere, and bring it home..home being the location of the starbase of course. this would help with mobility plans for the race. any ship anywhere and any ships at the same location (all must be centaur or at least escorting one fo the centaur ships if not centaur owned) will be vaccuumed home at tick 100 sort of the reverse of chunnel and pax. only the starbase can do this, and the starbase cant be moved because it has a gravity stabilizer. built in. thus preventing exploit. it must be built in orbit and can vaccuum an entire fleet home if its all the same location a way point is pointing to it from the base. and the vaccum drive switch is on. costing 100 fuel like the pax or the chunnel.. or if you want to stir things really up have this happen at tick 45 intead of 100, so they can be also paxed/chunneled in the same turn.or tick 150, so they arrive after pax and chunnel.

I think the current special building Racetrack and Market Place should be fixed first, before adding new devices that need coding. But I do not see a real need for this device, they need something to help move their swarm ships to the attack point, not really to get them back, for defense they can build an engine less hyper less fleet. I think they need the fuel converter and a 50% reduction in HYP fuel cost a lot more than this.
If implemented it should be only for natives Centaur hull, and owned by centaur. Centaur have some of the best tower in the game, if they want to get an alien hull home it should not be a problem.
