If I correctly understand the code published in the section Orbital Bombardment, then Raid Shelters (together with Undercities) do help to prevent ANY casualties from bombardment as long as one has enough of them to protect ALL colonists of a base. If not, then the impact of the bombardment will kill your colonists first and the impact value reduced accordingly. The remaining impact will then kill crew and be reduced further, kill troops then and finally HGs in the same way. Unfortunately, if the bombardment is heavy enough to do damage to the base, some of the raid shelters seem to become destroyed BEFORE their number is used to prevent the damage.
Looks like some extra shelters would be a nice idea for the fearsome. & Looks like Kirk will be the last man standing quite oftenly!
