if you close planets and reopen it, quickbuild will show the reinbursed meterials. after construction, so you can build more. the reinbursement applies to the meterials that were meant to be used but fond parts in base instead and has recalculated? i havent tested this 100% but there have been times ive noticed compensation or an increase afterwards. thats next on my list of sims.
