New: Oberth Class Assaultship has a Dust Off (in the code; not in the race pack).

On turn 0, when you run the host for the first time after creating the game with Master, the host code will give the device (and the on/off switch) to the Oberth. So, for the remainder of the game, the ship will have that device and the player will be able to toggle the on/off switch.
