Go to Combat_Sequence (page done by Magik and based on Tim's space combat code):
-> Initalization
-> 20. The Stormer hull Ill Wind Class Battlecruiser controlled by a Stormer has its vulnerability to damage for weapon systems set to 30 and its attack bonus set to 251.

So the 251 attack bonus of the ILL WIND is a race ability and not a hull feature (even if linked to a hull), since it work only for the Stormers.
