Scalar Wave Damper

The Scalar Wave Damper ship device will reduce the Hyperdimensional Stress of a planet by 0 to 20 points and reduce its Delta Stress by 8. Both of these values can be reduced below zero to a minimum of -1000 for the HD stress and -300 delta stress.
When the delta stress goes beyond -300, it's value will be changed to +100. Races that rely heavily on unmined metals or hyperdimensional stress, such as The Robotic Imperium and The Crystal Assembly use this feature of hyperdimensional stress to their benefit.

The Solorians are limited in that they cannot reduce the delta at all and they cannot reduce HD stress below 0. The effectiveness of the device on stress is from 0 to 40. Delta stress is NOT reduced.
This is a race trait instead of a hull trait. A captured Pawn Class, for example, would operate under the same limits for a Solorian owner.
