  • Protects up to 100,000 colonists and troops from orbital attacks.
  • Protects only the lucky ones that can make it to the shelter before being attacked. (how much?)
  • Raid Shelters help to make your ground base more difficult to destroy from Orbital Bombardment, but cities and undercities help much more for that matter. Your base can still be destroyed, and all your colonists will die. But if the base is not destroyed then Raid Shelters help more colonists survive the attack.
