This application is a part of the complete shareware package that you download from www.planets4.com. It allows you to view the information about all races that you have downloaded race packs for. It does have some flaws with listing ship devices and race-specific base structures. It is safer to look at these items from within the the Planets4 application.

Raceview.exe does not look for alternate replacement bmp picture like planets4.exe does. But Raceview2 does it all
Raceview is a fast way to look at races not in your active game. It give you a good overview, but Race Stats or Race Guides will give you more details.
