Unrefined metals are ore. Ore cannot be used for ship building until it is refined into a metal. Mineral Mines will convert minerals from a planet's core into refined metals and ore. Smelters and Mineral Mines will process ore and convert it into refined metals. Ships cannot carry ore; only refined metals. To transport ore, you must place it into an Ore Pod. Some ship devices will convert ore in a Ground Base into metals. One such device is the Ore Processing ship device.
