New: When a Ground Base is captured by ground combat the crime from the Ground Base is spread about to all Ground Bases with in 800 LY, both enemy and friendly Ground Bases. Your own Ground Bases get a dose of crime 5 times greater than what the enemy Ground Bases get.
New: Cantinas can be removed from a Ground Base using the Ground Base command code "ATF"
New: Crime rate increase by cantinas reduced.
New: Selling Contraband generates 5 points of crime per type of Contraband sold
New: Crime rates of over 100 begin to affect the amount you get from selling Contraband
New: Crime rates of over 100 affects your income from cities (Undercities immune)
