The Crystal Assembly is the master of minefields. As much as they have devices to control minefields from ships, they also have a ground base struture to control them from the ground. This base structure is able to deactivate all minefields within the area of the base and recover the ordnance used to produce the minefield, minus the natural decay.
This special base structure owned by the Crystal Assembly will sweep all minefields over the planet and convert them into ordnance. Any minefields owned by any player (including the owner of the Ground Sweeper) will be swept if their radius overlaps the planet that the ground base is on.

The Ground Sweeper activates after the movement phases have completed and prior to new minefields being laid or swept by ships.
