This expanse of lavish luxury that only few can afford is home of the highly esteemed government officials that make your decisions for you. They also manage your money by allowing you to deposit money into the galactic bank, from which you can research new technologies, support your spy efforts and have your scientists conduct exotic experiments on new and non-standard technologies. This ground base building is available to most races.
- Up to 10,000mc can be transfered from the ground base to the galactic bank account per turn.
- Increases your colonists' happiness by 5 points per turn and reduces crime by 5 points.
- Increases the training rate of Colonists to Crew by 10.
- Increases the training rate of Crew to Troops by 5.
- Increases the training rate of Troops to Highguard by 1.
- Costs 5 mc per turn to be active.

- Government Centers of The Holy Draconian Empire generate 400 megacredits per turn. This is a net gain of 395 mc per ground base with a government center active.
- Government Centers of The Holy Draconian Empire give all natives at the Draconian base a +5 happiness bonus.
- The The Scavenger Tribes get all their money doubled that they transfer to the galactic bank account as long as they have a ship hull tech of 6 or less, an engine tech of 10 or less, and a large weapon tech of 6 or less. If they break through any of the above tech limits the money they send to the galactic bank is halved.
- The IMT can transfer money from their government centers to the galactic bank of another player using a ground base command code, such as x02 for player #2. Only 75% of the money transferred will actually be deducted from the IMT's ground base.
[edit] Quirks
You can view the total amount of mc for your empire that will be transferred from government centers to the central bank from the HQ | Tech screen. This value only reflects the amount that you have available at your bases currently. Government centers work in such a way that you will gain taxes and other income sources then transfer money to the central bank, so in essence you do not need to leave money in your bases to accomplish a transfer. This makes the value on the HQ | Tech screen invalid.

Government Centers function in the Base Jobs portion of the turn, which is after movement.Exotic Techs are paid for before money is transferred to the central bank using Government Centers, so you will have to have the money necessary to pay for exotic techs prior to government center transfers. Technology Upgrades are purchased after the government center functions, so you can plan on transferring the appropriate funds using government centers to be able to pay for technology upgrades.
[edit] Other ways to put money in the galactic bank
- The Cyborg Collective's King's Palace places 1,000 mc into the galactic bank every turn.
- The University Alliance's Tech Institute places 300 mc per institute into the galactic bank every turn.
- On turn 3, the big man of The Privateer Bands places 20,000 mc into the galactic bank.
- A part of the taxes collected at each ground base is transferred to the galactic bank. 30% is standard, but The Scavenger Tribes only transfers 15% (the other 15% is lost), the Coalition with a Xelovi Hive present will only transfer 1/12th (the other 11/12th is lost), and with the Nawole Garden present will transfer 60% (the additional 30% here is free; at no cost to the ground base).
- The Colonies of Man have a GalBank ship device which can transfer the money on the ship to the galactic bank.
