This device, when active, takes 10,000mc from the Galactic Bank and places them on the ship. It can take no more than 10,000mc from the bank and will always take as much as possible (up to 10,000mc). If you wish to withdraw more from your bank each turn, you will need to launch multiple Celestia ships.
Only The Colonies of Man can use this device.
