This device, when active, takes exactly 10,000mc from the Galactic Bank and places them on the ship. If you have less than 10K in the bank their will be no transfer. If you wish to withdraw more from your bank each turn, you will need to launch multiple Celestia ships.
Only The Colonies of Man can use this device.
