1 Emissary Scout Light scout with Bioscanner, but Reticulian Light Beam is more dangerous for you than your enemies
1 Rebellion Skirmisher A light scout carrying 20 fighters.
2 Valor Light Cruiser Doesn't offer anything.
2 Ambassador Light Destroyer Has a useful tow beam (100), needs only one engine and travels 120ly per turn. Not great in combat though.
2 Dirk Light Submarine Fully cloaking, hyperjumping barbitic mine layer. No pods.
2 Propaganda Luxury Cruiser Show Lounge and Gambling Deck - at tech 2! Bioscanner and dirt cheap as well.
3 Perserverance Improved Freighter It has a pod bay and can be towed by mine layers and the Ambassador. Too slow to use alone.
3 Oppression Light Frigate Decent attack bonus, but no point defense and needs three engines.
3 Revolution Light Carrier Partially cloaking light carrier with 6 pod bays. Very useful.
3 Defiance Weapons Platform Dirt cheap firepower. Towable by just about anything.
4 Honor Improved Cruiser Best scanners so far, but not worth building just for that.
4 Victory Improved Destroyer Quick warp speed but needs three engines.
4 Drusus Improved Submarine Partially cloaking barbitic mine layer and mine sweeper. The main mine sweeper for the fleet.
4 Tolerance Light Terraformer Useful only for trade.
5 Fortitude Improved Tanker Has a big fuel tank. Tow a space station instead.
5 Freedom Improved Frigate Needs 5 engines. Maybe tow them into battle.
5 Sacrifice Improved Ore Processing, Laser Mine Dropper, Pyramid Lounge and Dry Dock (size 500).
5 Academy of Advanced Defense Advanced Training and defense.
6 Constitution Advanced Freighter Advanced rubbish.
6 Justice Advanced Cruiser Hyperjumping swarmer with no attack or evasive bonus, which can repair itself a bit.
6 Cleansing Advanced Destroyer Hyperjumping swarmer with high attack and some evasive bonus but no repair capacity and a teeny tiny crew. Fast warp speed.
6 Claymore Advanced Submarine Fully cloaking Gravitonic, Laser and Barbitic mine layer, Mine Sweeper Array and a Spy Scanner. Needs 6 engines and costs 1000 minerals though.

[edit] What is new in Host.exe Version 4.000.213i

Fixed: When the "Alien Plans Trading Allowed" is disabled in the HConfig, only Privateer, University Alliance, Scavenger, Cyborg, People's Army, and Rebels are allowed to use "Steal Ship Plans" Spy Attack. For everyone else, it would be useless and a waste of spy mana.
