The Base Command window is available from the toolbar by clicking the 
button or by chosing a base as hammer object and pressing the big version of the button in the Space Command.
You can cycle through your bases by pressing the up/down arrows or pressing page-up/page-down on your keyboard.
There are 13 tabs that let you to control different aspects of bases. Click on the articles below to access those tabs.
