Blockade

If a base has 3 + SQRT(Ion Cannons / 2) or more enemy ships over it and no intact friendly ships (ships with 100% or more Control Damage or no crew don't count for preventing it) then it is under a Blockade.
Host checks for a blockade at the start of a turn, before new ships are built. Starting HW have 20 Ion Cannons, 6 ships are needed to blockade a HW.
- The base cannot launch pods
- The base cannot sell contraband
- The base can built ships
- Prisoners will escape and form a new attack base on the planet. (Host 195)

Take note that a cloaker fully counts as a ship for blockades. Three cloakers can blockade a base without the defender knowing what happened ("why are my pods not launching?") - the base gets a log entry though, I believe.
On the other hand, a single undetected cloaker on the defenders side can break a blockade (changed in Host 201).
