Fighter aircraft will assist in ground combat if when necessary when the aircraft is in the base. However, if you want them to participate in space combat then you will need to refit the aircraft with deep space fuel cells and rockets to be able to launch into orbit and move about in outer space. Your Air Attack Base provides the functionality to allow the fighter aircraft to become spacecraft. This also allows you to form a group of fighter spacecraft into a Wing formation so that they can move together as a single unit.
The Air Attack Base allows you to form a Fighter Wing from available fighter storage at the base.
When your ground base is attacked from orbit, any available fighters will form into a wing and attack the enemy in space. An Air Attack Base is not needed in this situation. These Home Guard wings will return to the ground base after combat has ended, if any survive.
